If you are running Windows Vista or later, then you don't need to do that. However if you are running a OS earlier than that such as Windows XP, you will have to install Siyabas as Nipuna said.
The point is, Microsoft has only added Sinhala unicode to their OSs after Vista. If you open Arial font in Vista, you will see Sinhala letters. But if you open the same on XP, you will not see them.
