First do a speed test using this and upload a screenshot.
Secondly add OS in your PC, phone model and service.
Thirdly check whether you have already did this.

If you are using Vista, you can try 2 things to improve performance.
  1. Go to Advance tab in Internet Explorer
    1. Turn off the TLS (Transport Layer Security) encryption
    2. turn on the SSL 2.0 (Secure Sockets Layer)
  2. Off TCP autotuning feature
    1. Go to Start-> Run -> type cmd and enter
    2. Type netsh interface tcp set global autotuninglevel= disabled and then enter

I checked it and it is likely that there isn't anything possible we can do.
How about buying a 3G modem like Huawei and use a package like 1 GB free/Rs. 300 per month from Airtel.
I used both Mobitel and Airtel. Airtel is the best in terms of price over performance. (Mobitel is a bit faster).
