Fixed reCPTCHA Mobile registration bug (Thanks to Chathura)

Our friend Chathura has informed me today that his friends were unable to register in ROBOT.LK with mobile phones. I found the reason for this. reCPTCHA isn't working with mobile phones at the moment. Discussion is here.

I have edited the code and enabled general captcha when accessed through mobile phones. I tested with Opera Mini simulator and it works fine now
