Install an OS on another OS. One of the first posts by me in ROBOT.LK.
I use it when I have to test things on Ubuntu/Cent OS or any other different Windows OS. I'm very happy with the performances.
Memory could be the problem for you since it could be hard to run 2 OSs at the same time with that amount of memory. However you could give a try. I guess you would run multiple OSs with multi-boot more happier than with virtualization.

Of cause yes. You will be able to test anything unsafe there. First you can install virtual box and then the 2nd OS you need. Secondly take a copy of the 2nd OS (which is a file with extension VDI). Then you can do any experiment on the new OS. If there is any problem, just replace the VDI with the backup which brings everything back to normal.

How about security of files on hard drives?
Can we open them through 2nd OS?

We can't open files of Guest OS from Host OS. On Host OS, it is just a large single file with VDI extension you can see as Guest OS (saved in a given location by you). However there are techniques to open files of Host OS by Guest OS. We can use Sharing techniques as there is a common network connection between the two. There is another technique called shared drives where you can make a share drive in Host OS and view from Guest OS.
Information on configuration can be found in VirtualBox website.
