Please Tell me a way to Boost My Adsense earnings.

Increase traffic by putting more and more valuable (targeted) contents which will bring users from search engines.
Google says the possibility is 1 click per 1000 users. So you must have lots of users browsing your site to earn a reasonable amount.

I don't Update My Blogs Often. Is there any Other ways to bring traffic?

There are, but mostly google doesn't accept. Read term & condition. So you must ensure that users are coming due to quality of content.

What are those? they would be useful for me for my other works.

For example, you can buy or exchange traffic with others. In this way you can have a team to click your adverts, etc... But this is not allowed by google. They have several algorithms to detect this and when they caught, you will have to start everything from the beginning with a different domain.

How to drive quality Traffic? i want to know more than about Quality Content.

It is a complicated question to answer. Since you use a blog, it is almost nothing you can do in terms of SEO. You need to depend on quality content. For example if you copy an article from somewhere else, it is detected by Search Engines and your link is listed after many search results. So try to add some genuine articles. That's all I can tell you about this.

That means i can bring more quality traffic by using a web site or sub domain web site without blogs?

Yes, having your own hosting server means you have 100% control over the code. You may use WordPress which is a well optimised blog software. However if you have better articles with unique contents (with unique keywords, title, etc...), search engines are likely to drive you more traffic.

You can experiment this with some Sinhalese word in title so these pages are registered with google faster than common keywords.

Do some experiments on SEO. It's an art you need to practice yourself.
