first you have to target which device or the average resolution used for mobile devices. next you would install some rtsp server such as Helix Universal Media Server, they have it for windows and Linux both are free to my knowledge.
now to grab video feeds from on line TV and save into the Helix broadcasting folder. to learn more check http://stream-recorder.com/forum/
so lets assume you saved some TV show from some video feed. you would now encode the video clip into 3gp or mp4 which ever mobile device your targeting, now you would start your helix server, and create a hyper link to the rtsp://example:port/whatevervideo . now on your mobile device you would visit the page where you created the link, you just click on it , and it should now start the streaming in rtsp.
I've done this before its a long and boring process really not worth it.
