You can use wxDev C++ which is an extension of Dev C++ with wxWidgets.

If you want to use Dev C++ with wxWidgets with GUI programming, you can refer this page. First follow, IDE Setup/Configuration and configure your Dev C++ IDE first.

This one is also a basic GUI tutorial.
