There are many. According to my memory, other than the most famous & excellent vBulletin, rest of the popular forum software are free. phpBB is used to create this forum and it is quite efficient and feature rich than the other free solutions. You can add mods to improve as you want. See http://www.forummatrix.org/ and compare the features you want, etc...
