Here are the steps to enable Images to guests.

1. Go to ACP
2. Go to Users and Groups
3. Go to Groups permissions
4. Select Guests and click on Submit
5. With User Permissions on Select Type and No role assigned for Role, click on Advanced Permissions.
6. On Post tab, Make Yes to Can download files
