  1. Log in to Windows using safe mode. You need to press F8 at startup to get the boot menu and select Safe mode form there.
  2. Once you have the start menu, go to Run, type msconfigand then press enter.
  3. Go to startup and uncheck whatever program you don't want
  4. Go to Services and uncheck whatever services you don't want (If you don't know much about this, just avoid)
  5. Restart Windows and login normally
  6. You will eb given a message box for changing system setting, just tick on never show this again and press enter
  7. That's it!
After all this, if would be better if you can run a anti-malware software such as Malwarebytes anti-malware to remove all known spyware. After all, you can install AVAST free edition which is a very good virus scanner.

According to my knowledge, Safe mode doesn't load any start up program. So it could be a hardware fault. Can you open the casing, change your RAM slot and switch on to see how it goes?

IF you found what is that bad program, just you can delete ( or do another thing) to that using a LIVE CD (Ex: UBUNTU).

ELSE, I suggest you to repair your WinXP installation using a winXP cd. It will reslove such login problems by restting system files & important registry values.

There are many ways that used by viruses to skip safe mode tip. So those viruses run even in safe mode.
