Help to design an animated logo

I want create an animated flag for our school like below one.

How I disign it?
What are the softwares wich i have to use?

I used Ulead COOL 3D quite a long time ago and it is very easy and nice.

I think so. Can it make the animated frames as in Cool 3D or just combine few frames to come one after another?

It has some tools, but can't find a tool for my purpose.
i think COOL 3D will help me!

No... Didn't used for years. I remember I was using the version 1
