1000V it's not possible to pull carbon atoms from the lattice and react ]to collect hytrogen.

I agree with Sevenzeros suggestion to use neutral argon balloons. There is another firm that sells balloons for parties. I have seen their delivery van .Hydrogen is not safe ( explosive). Besides , using caustic soda/ sodium bicarbonate and aluminium is a messy process. Not long ago, there was a newspaper report about a little girl who died at a wedding after hitting a flying cracker. When will Sri Lankans get security conscious?

While hydrogen is explosive when reacting with Oxygen to produce water. I do not think that it is very hazardous unless it is made to be hazardous by adding metal, glass particles. While a tank of hydrogen surely means problems, small scales would not be a problem. This hydrogen producing reaction is done for students in 8th grade i think.

Anyway, neutral gasses are way safer than Hydrogen for the considered application. If the OP can afford to buy them (No idea about the cost).

and simply hydrogen can't be stored as in cylinders [even not asytline] like oxygen is compressed
and stored. However hydrogen can be stored in compressed tanks , but it's not feasible for large
applications. Because hydrogen tanks should be engineered complex. But you could see compressed
hydrogen in cars.

Normally we use a chemical solution to store hydrogen in large tanks,that's the industry method of
storing hydrogen.

On Rockets and NASA they store hydrogen in liquid state. If you could buy liquid nitrogen [which is
said cheaper than water] then you could easily store it in liquid state.

That's why before invent the Solid Rocket fuel, the rocket science was actually a rocket science.
